Florida PFHA can’t wait for Spectrum 2002 International!! The events of the last year have made us realize the need to focus on what’s really important in our lives. Clearly, our horses are important  and terrific Paso Fino competition is close to the top of the list.  Please plan your schedules to be in Tampa May 23-26 for outstanding Paso Fino competition.


Exhibitors and spectators alike enjoyed last year’s “multiple show” competition. The Spectrum 2002 International show schedule will be similar to last year’s schedule. The competition will be held over four days, from Thursday to Sunday. The first portion of the show weekend will start on Thursday and last until about mid-day on Friday. Unlike last year, however, the judges at the Thursday-Friday show will give independent decisions, resulting in more points for placements. The second show will begin on Friday afternoon and last through Sunday. Please look at the pages following this letter for the complete list of classes, judges, etc.

 

We plan to have many of the best features of previous Spectrum shows. There will be exciting competition in an atmosphere filled with energy and lots of vendors to provide you with tack, show outfits, jewelry, artistic pieces for your home and much more. We’ll provide our sumptuous banquet and dancing. One of the changes this year involves the Sunday schedule.

 Rather than hold an auction on Sunday, we will provide a sale barn featuring horses for sale. During breaks in the show schedule, sale horses may be exhibited in the ring. We hope this will provide more opportunities for potential buyers to view horses and make the best possible offers to sellers. Please look at the pages following this letter for more information about the sales barn and for overall information about the show such as the schedules, sponsorship and advertising.

GENERAL RULES & REGULATION
1 Every class offered that is covered by the rules and specifications of current PFHA and USA Equestrian Rule Books will be conducted and judged in
      accordance with those rules. This is a C rated USA Equestrian Show.
2.
Pre-entries close May 10th. POST ENTRIES WILL BE ACCEPTED FOR A FEE OF $50.00 PER HORSE PER CLASS
   
3. The following items must be available to Show Management and the PFHA and USA-E Steward. Per PFHA rules; you MUST GIVE copies of the following papers for every entry:
     :
a. Registration Certificate of the horse to be exhibited
 (front and back when appropriate).
 
b. Paso Fino Horse Association membership card (Note: An Amateur Owner’s PFHA card must say “Amateur” for the rider to show in an amateur owner class).
 
c. USA-E membership card or payment of non-member fee.
d. PFHA & USA-E Amateur Owner membership card (if applicable).
e.
Negative Coggins Test (must be within one year applies to ALL horses on

     show grounds, even if the horse is not being exhibited).
f.
Current Health Certificate (within thirty days if horse is out of state).
     All owners, handlers. trainers, and riders must be members in good standing 
     of the Paso Fino Horse Association, Inc. and they must provide a copy of their
     membership card to Show Management.
 
4.
ARRIVAL OF HORSES: For regular stall fee, horses may arrive Wednesday morning, May 22nd, and depart by Monday afternoon, May 27th. An additional charge of $25.00 per stall, per day, is due for any horse that arrives before May 22nd.
5.
Stabling areas may be requested by paying the appropriate stall fee. Stalls will be assigned by he Show Secretary as follows:
      1) in order received (or preferred sponsor); and 2) upon availability of barn   
       according to when stall fees are paid. Tack stalls are available at the same
       price as regular stalls.
      Stall requests will only be accepted with a complete entry form and your
      agreement to pay in full all fees with a check or credit card authorization form
      sent to the Show Secretary,  Kathy Krzeszewski. You will be required to
      pay for all stalls requested, except as stated  in item 6, below.
  
      NO PHONE REQUESTS WILL BE ACCEPTED.
 
6.
REFUND SCHEDULE: All fees, including stall fees , will be refunded if entries are canceled n writing by May 11th There will be NO refunds on stalls after May 11th 
      There will be a $25.00 charge for cancellation after May 12th. 
      ONCE THE SHOW  STARTS, THE FEES T3R ANY
HORSE THAT IS NOT
      SHOWN IN THE CLASS
IN WHICH IT IS ENTERED ARE  FORFEITED,
      EXCEPT IF A HORSE IS  INJURED OR BECOMES ILL. PROPER NOTICE
      OF  THE CANCELLATION MUST  BE PRESENTED TO THE SHOW
      OFFICE BEFORE THE STAR OF THE CLASS  BEING CANCELLED IN
      ORDER TO QUALIFY FOR THE REFUND. ENTRY  Will BE REFUNDED
      UPON RECEIPT OF A CERTIFICATE SIGNED BY THE  OFFICIAL
      SHOW VETERINARIAN. THIS HORSE MAY NOT REENTER THE
      SHOW WITHOUT THE EXHIBITOR FORFEITING THE RIGHT TO A
      REFUND  FOR THE MISSED CLASSES.
     
Exhibitors are responsible for the entry fee of all horses entered by them or their
      agents  even though payment of these fees is not submitted along with the entry
      form. The entry  fee will not be refunded if a horse is disqualified from showing by
      Management or Officials.

  7.  CHAMPIONSHIP CLASSES: To be eligible for entry, a horse must have been properly
      entered, shown, and judged in one of the qualifying classes. The cost to enter a
      championship class is $50.00 per class.


 8.  Management reserves the right to combine or cancel classes with less than three  
      entries.
 9.  It is the exhibitor’s responsibility to arrive at the entry gate in enough time to
      check-in prepare for entry into the class. Do not rely on microphone announcements!!

10.   Management reserves the right to refuse any entry and to return any entry fees 
        before opening of the show; to prohibit any person from attending or showing a horse
        in the ring; and to remove any owner, handler, trainer, stable employee or horse
        from the show without being liable for compensation of any kind.


11. 
A number will be assigned to each horse when the entry is made. This number must
       be displayed
whenever the horse is shown.

12. 
A fee of $50 plus collection costs will be made for all returned checks.

13. 
Should any dispute or question arise that is not provided for in the rules 
      (USA-E or PFHA), the same shall be referred to the Show committee, the 
      decision of which is final.

14. 
USA-E NON-MEMBER RULING: Life, Contributing, Senior, Junior and Affiliated members
       shall be eligible to participate in all classes at regular member competitions, combined
       training at the preliminary level or above and dressage competitions. A non-member
       may participate as a handler, rider, driver, owner, lessee, agent or trainer at regular
       member competitions, combined training events, dressage competitions and combined
       driving competitions upon payment of a $15.00 registration fee and $5.00
       Breed/Discipline category fee. Participants in the following classes are exempted from
       the requirements of this rule; 1) leadline; 2) exhibitions; 3) games and races; 
       4) classes for 4-H members and 5) walk-trot and academy classes (academy classes
       are classes limited to horses used regularly in a lesson program). Also exempted from
       this requirement are residents of other nations who are members in good standing of
       their national federation.


15.   Any horse on the showground's is subject to drug testing even if not exhibited.

16.  
Catering of private parties on showground's must be through Fairgrounds caterer.

17.  
Smoking is not permitted in the arena.

18.  
Show management is not liable for any losses due to theft or negligence.

19.  
Dogs are not allowed.

20.  
Parents are responsible for their children.

21.  
All vehicles and trailers must be parked in designated areas.

22.  
All Merchandise sales that occur on the showground's must be authorized by Show
       Management.

HORSES MUST BE REGISTERED: 
 
All horses must be registered with the Paso Fino Horse Association, Inc.

 COGGINS TEST: 
 
All horses must show proof of a negative coggins test.  
The test must have been performed within the last year.

PAYMENT AND SALE TERMS:
 
 
Payment for the horse and the terms of sale are solely between the Buyer and Seller.
 
Buyer and Seller agree that the Florida Paso Fino Horse Association, Inc. shall be
 held harmless from any and all matters that may arise from the sale of the horse(s).

 STALL FEE & TRANSPORTATION:
 
Seller shall pay the stall fee due for the horse.  
Buyer shall be responsible for transporting each horse purchased.
 
Each horse must be removed from
the showground’s 
no later than Monday, May 27, 2002, at 12:00 p.m. (noon).

 FLORIDA PFHA NOT RESPONSIBLE:
 
While the management will attempt to assure the accuracy of information presented,
 none of the Florida Paso Fino Horse Association, Inc., its officers or directors are
 responsible for errors or admissions.  All persons participating in the sale do so at their
 own risk and none of the Florida Paso Fino Horse Association, Inc., its officers or 
directors are responsible for accidents, injuries, or errors of any sort that may occur in 
connection with the sale of the horse(s).

 ADDITIONAL RULES:
  The Show Management reserves the right to impose such other rules and 
procedures as may be needed.
 

Sales Barn 
Fee of $125.00, payable by the Seller includes the following:
 

  1. Stall in Sales Barn area.

  2. Exhibition of the horse in the Show Arena on Saturday, May 25th,
     or Sunday, May 26th, during lunch break.  (Show Management to decide which horses exhibit on which day by drawing numbers.)

  3. An announcer will read a script (provided by Seller) while the horse circles the ring.

 The Sales Barn area will be limited to ONLY 50 HORSES.  Therefore, please fax the horse’s Certificate of Registration and negative coggins test, and mail your check payable to Florida PFHA as soon as possible.  All entries will be on a first come, first serve basis.

STALLION SERVICE AUCTION RULES

      1. Pick out the stallion you would like to breed your mare to.  Fill out a silent 
    bid form.  All bids must be received by May 28, 2002.  No telephone or
    fax bids will be accepted.

2. Attach a check for the full amount to each bid form.  A separate 
    check and   bid form must be made out for each stallion service you wish
    to bid on.  No bid is valid without accompanying check for the full
    amount.  The checks will not be cashed but will be retained by Florida
    PFHA until the Stallion Service Auction is completed.  The winning
    bidder will be given one week’s notice before his/her check is cashed. 
   
The checks of the lower bidders will be returned after the Auction is
    completed.

      3.  There is a minimum bid for each stallion.  See the listing.

      4.    More than one bid per person is permitted on any stallion, but only the
     highest bid will be considered.  If you plan to breed only one mare, but
     wish to bid on the services of several stallions, mark your preference 
     on the bid form in case you win more than one bid.

5.    In case of a tie, the bidders will be notified and will have the choice of:
    
a) raising the bid; or
     b) flipping a coin.  In order to avoid ties, bid an odd amount 
     (ex. $975 or $805 rather than $800).

            6   The successful bidders are committed to the usual mare care, related
     expenses, and veterinarian fees and are bound by the breeding 
     contracts for the stallion service they purchase.  All guarantees are
     between the individual stallion owner and the purchaser.

7.    Stallion owners by donating a stallion service agree to cooperate with
     the winning bidders of that service and to use reasonable measures to
     settle his/her mare.

8.     If you plan to breed your mare by artificial insemination with
     transported semen, mare owner is responsible for any extra 
     expenses associated with this procedure.  Be aware that it is 
     sometimes harder to settle a mare by transported semen.

9      These stallion services are for use during the 2002 or 2003 breeding
     seasons only.

7.             After the winning bidder is notified, the Florida Paso Fino Horse Association, Inc., its officers and directors, will have no further 
responsibility in connection with the stallion auction or service.

UNDER NO CIRCUMSTANCES WILL FUNDS BE RETURNED TO WINNING BIDDERS
